The deployment of 5G will bring large benefits to users over the coming years. Timely availability of sufficient amount of mid-band spectrum is critical for the successful launch and development of 5G-NR in the coming years. It would enable addressing the growing capacity needs, citywide (urban and suburban) as well as bringing great benefits outside these areas, thus unleashing great benefits for society.
Today’s limited supply of mid-band spectrum in some RCC countries brings the challenge of making the 5G-NR launch a success on a regional basis. Moreover, the growing demand will necessitate the need for additional mid-band spectrum already after a few years of the 5G-NR launch, independently of the starting position in an individual RCC country. The 6GHz band is a key candidate band offering good balance in terms of coverage and capacity for a wide range of 5G use cases and features. Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He is a member of Ofcom’s Spectrum Executive Team and Strategy Steering Group.
Chris is active in various European spectrum committees and currently represents the UK on the Radio Spectrum Policy Group (RSPG). He has closely engaged for the UK on a number of key European and international spectrum initiatives and led the UK delegations to WRC-15 and WRC-12.
Before joining Ofcom, Chris worked in various UK Government Departments, including 6 years at Oftel, where he worked on different aspects of telecommunications regulation. Chris has a degree in mathematics and statistics from Manchester University.

Baxton Sirewu is a professional telecommunication engineer, currently serving in the Administration of Zimbabwe as Director Technical Services for POTRAZ, the country’s Postal and Telecommunications Regulator.
Within the ATU, Baxton is the Chairman of the Task Group on Emerging Technologies – whose remit include the development of recommendations on harmonised implementation of 5G in Africa.

Šarūnas Oberauskas has been successfully fulfilling a wide range of responsibilities related to radiocommunication systems within fixed and mobile services since 2005 when he was employed at RRT. Over the last 10 years he gained experience in performing electromagnetic compatibility analysis and has highly contributed to development of bilateral coordination agreements with neighbouring countries. Due to his performance and abilities in solving regulatory issues he was assigned to represent national interests in CEPT (ECC PT1, CPG PTD) and ITU-R (JTG 5-6, JTG 4-5-6-7, TG 5/1, WP 5D) groups. Šarūnas was a member of Lithuanian delegation for WRC-12, WRC-15 and WRC-19. He was also a CEPT coordinator team member for WRC-19 Agenda item 1.13. His versatile communications skills have been well recognized and since 2018 he chairs a sub-working group in ECC PT1. Šarūnas is also a chairman of a drafting group in ITU-R WP 5D.

Glyn Carter is Senior Spectrum Advisor at the GSMA, where his main focus since he joined in 2012 has been on future spectrum. This includes preparatory activities for WRCs, including sharing and compatibility studies and other preparatory activities in ITU-R and CEPT. It also includes wider activities related to future spectrum for mobile broadband, including availability of spectrum for 5G and progressing of bands identified at WRC-15 in ITU-R and CEPT.
Glyn has been involved in spectrum management for over 20 years. Prior to GSMA, this included working as a consultant for regulators in countries including the UK, South Africa, Sweden, Japan and Jordan. He has also worked for mobile operators in countries including the UK, Romania and Portugal, where his responsibilities included technology strategy, terminals and mobile data services, as well as regulatory activities and standards. Glyn has a BSc in mathematics and a PhD in cryptography from London University.

Eiman has twenty years of a professional experience in radio research and spectrum regulation and standardization in Siemens, Nokia Siemens Networks, Nokia Networks, and lately Nokia. She is based in Germany, in 2007 she joined the standardization and spectrum team group’s, focusing on spectrum aspects, in particular participating in CEPT, ATU and ITU-R meetings. She is actively involved in the WRC process, participating in the WRC Conferences and preparatory meetings (CPM)
Eiman started her career in 2001 in radio research, focusing on the development of 4G/IMT-A in research and regulation, including participation in various European-funded projects with project management and task leadership positions.
